Parliamentary Lists

Lists having reference to Members’ general political allegiance and behaviour are noted first, with specifically Irish lists as an addendum. The division lists which have been used in the writing of the biographies follow. Commentaries on them may be found in the Introductory Survey.

1821-2. John Marshall’s ‘Alphabetical List of the Members of the Commons House of Parliament, showing the places they represent; and distinguishing those who hold places, and who are dependent on the present Administration; and also those who hold commissions in the navy and army; and how they voted on 14 great questions, divided on during the session of 1821-2; and the minorities on 36 questions …'1 

August 1822. John Wilson Croker, secretary to the admiralty, to Robert Peel, home secretary, 25 Aug. 1822; speculating, following the suicide of Lord Londonderry, foreign secretary and leader of the Commons, whether George Canning would go to govern India, join the Liverpool ministry as Canning’s replacement, or go into opposition. In the last case, he would take with him 13 named personal followers, plus at least seven others (named) who were ‘inclined to him’; this would put him ‘at the head of the most powerful floating party which has existed for near a century in Parliament’.2 

The Black Book. Supplement to the Black Book; or, Corruption Unmasked!!, vol. ii (London, 1823). Contains a ‘Key to the Lower House’ (pp. 133-207), which lists Members and comments, from a radical perspective, on their voting on specified issues from 1820 to 1822. Also notes emoluments from the spoils system and family connections who profited thereby.

19 July 1823. Marshall’s ‘Analysis of the British House of Commons, as at present constituted; in which are exhibited the nature and extent of the suffrage, patronage and population, in every county, city and borough. With the votes of every Member’. Members are divided into eight ‘classes’: English county; Welsh county and borough; English borough open (206 MPs); English borough controlled (203 MPs); Scottish county; Scottish burgh; Irish county; Irish borough. They are designated as uniform opponents (*) or supporters (†) of the present government, or as in the habit of voting both ways (†*). Indication is also given of how many times they voted ‘out of about 70 questions, divided on during the last and present session’: and who were placemen, pensioners, military officers, etc.3

The Session of Parliament for MDCCCXXV [1825]: exhibiting the state of parties, and interests, the debates and enactments and the whole proceedings of both Houses of the British Legislature during that period (London, 1825). Contains an ‘Alphabetical list of the Commons’ (pp. 447-92), with very brief observations on Members’ behaviour in the 1825 session: for example, ‘attended occasionally and voted with ministers’.  

June 1828. Lists of Canningites in the Commons following the resignation of their leaders from the duke of Wellington’s ministry:

i) Lord Palmerston’s list of ‘the ejected Liberals Parliament’. 27 Members named.4

ii) Palmerston’s similar list of ‘the ejected Liberals as mustered in Hs. of Commons on 3rd June 1828’. 26 Members named.5

iii) Lord Colchester’s list of ‘Those who form the Huskisson party, or rather the rump of the Canning party … as per the list which the Speaker showed me’. 17 Members named.6

February 1829. List compiled by Joseph Planta, the patronage secretary, for Robert Peel, the home secretary, of the 32 Members for the 15 largest English counties (including Yorkshire) in the 1826 Parliament, marked as ‘Protestant’ or ‘Catholic’.

Similar list of 46 Members for the 22 largest English boroughs (including London).7

February 1829. Planta’s ‘H. of Cs. computations according to the accompanying lists’. Prediction of Members’ votes on the proposed concession of Catholic emancipation: those who would vote ‘with the government’ (295); those who were ‘opposed to the principle of the concession bill’ (119); those who were ‘opposed to the securities including the regular Oppsn.’ (186); ‘Doubtful’ (33); and ‘Absent’ (22). Endorsed ‘Private Calculations as to the H. of C. for Mr. Peel. JP’.8

October 1829. Analysis of the House of Commons by the Ultra leader Sir Richard Vyvyan. Names [22] ‘Present governt. connections who will be hostile to a new [putative coalition] one’; [35] ‘Tories strongly opposed to the present government’ [Ultras]; ‘Those who voted in favour of the 3rd reading [of the emancipation bill, 30 Mar. 1829] but whose sentiments are unknown’ [–89]; [17] ‘Huskisson’; [83] ‘Pros’; [123] Whigs and radicals, plus eight who ‘paired off’; [7] ‘Addenda from unknown’.9

21 Sept. 1830. Planta’s analysis of the ‘House of Commons of 1830, divided under the following Heads’: ‘Friends’ (311); ‘Moderate Ultras’ (37 – ‘Nine of which at least I should call friends. JP’); ‘Good Doubtfuls’ (37 ‘of which I make 18 to be essentially friends. JP’); ‘Doubtful Doubtfuls’ (24 ‘among which I reckon 3 if not 4 friends. JP’); ‘Foes’ (188); ‘Violent Ultras’ (25); ‘Bad Doubtfuls’ (23 ‘of which I have put a Qy to 4’); ‘The Huskisson Party’ (11). List compiled by Planta after the general election, with assistance from Charles Ross. Later annotations added in pencil.10

September 1830. Henry Brougham’s observations on the result of the general election, which challenges Planta’s claim that the government had made a net gain of 21 and argues that it had in fact suffered an overall loss of 20. Names 40 ‘new’ English and 11 ‘new’ Irish Members who could be expected to oppose the government; and six who, ‘though not so entirely pledged against the government’ were ‘well prepared to oppose it’.11

March 1832. ‘The Anti-Reformers’, being ‘a list of the Conservative [Carlton] club. The list contains the names of 171 men, including 58 peers and 80 current Members of the Commons. The others include a number of former Members from this period.12

Irish Lists. 1818/1820. Irish Members elected July 1818 and April 1820, listed by constituency, with comments on their political behaviour and circumstances.13

October 1820. Application Book made in October, 1820. A duplicated alphabetical register of Irish peers and Members of Parliament supporting the Liverpool ministry, showing (in red ink on the left-hand page) crown patronage recently placed at their disposal, and (in black ink opposite) ‘objects still in view’. Further comments added to the end of 1821.14

January 1829. Planta’s analysis of ‘the manner in which the Irish Members of the present Parliament have voted upon the Catholic question, or may be expected to vote’. Listed by constituency (counties first, followed by boroughs).15

August 1830. List by Pierce Mahony, Dublin solicitor and sometime agent for Daniel O’Connell, later (1837-8) Member for Kinsale, of Irish Members returned at the general election, naming 74 ‘for the government’ [denoted as ‘pro-government’ in the relevant biographies], nine ‘against the government’ [or ‘contra’] and 17 ‘neutrals’. Listed by constituency (counties first, followed by boroughs’).16

 

Division lists.

The basic source for the division lists used for these volumes is Parliamentary Debates, as the Section inherited from the late Professor Aspinall a detailed record of Members’ voting, 1820-30, which was based on the lists therein. The Times was the main newspaper source, and was gone through to compare its lists with those in the Debates and to look for additional ones: a considerable number of these were found. The prime source for the Debates divisions which are not in The Times is presumably the Whig Morning Chronicle, which has not been systematically consulted. There is no reason to believe that the Chronicle contains significant extra information. Corrections published in The Times were normally but not always incorporated in the Debates lists. In cases where they were not, the amendments have been noted in the biographies. For the period 1830-32 Parliamentary Debates was used, together with the Mirror of Parliament and, again, The Times. The lists set out below between 3 May 1820 and 15 Nov. 1830 are mostly lists of Whig opposition minorities. Variations are noted in brackets. From 23 Dec. 1830 to 6 Aug. 1832, when the Grey reform ministry was in power, further explanation has been given where appropriate. Most of the lists relating to divisions on details of the reform bills are of the ministerial majorities. The partial minorities noticed are mostly lists of Members who usually supported reform but strayed on points of detail. Minorities on other issues are mostly made up of advanced Whigs, radicals or Irish Members opposing the ministry on specific issues. Lists asterisked were not found in The Times; and those daggered appear there but not in the Debates.
