Biography
Cowper had a natural interest at Hertford where he was returned unopposed in 1768. In Parliament he voted with Administration on Wilkes’s expulsion, 3 Feb. 1769, and the Middlesex election, 8 May. There is no record of his having spoken in the House. He died 27 Aug. 1769, aged 48.
