Temple 1764, called 1772.  m. 18 Sept. 1794, Mary Anne, da. of Michael Biddulph of Ledbury, Herefs. and Cofton Hall, Worcs., 2s. 4da.

Offices Held


In July 1784 Phillipps was nominated at Hereford by the supporters of Lord Surrey, merely as a stopgap to hold the seat till his brother-in-law James Walwyn had completed his term of office as mayor of Hereford. He was returned after a contest, and duly resigned the following year. No vote or speech by him is recorded.

He died 1 Feb. 1822.
