A High Tory by birth, Ingestre was a Conservative loyalist who represented Stafford, North Staffordshire and Stamford in the 1850s and 1860s before succeeding his father as Earl Talbot and earl of Shrewsbury in 1868. His experience of America shaped his opposition to the secret ballot and universal suffrage.
