‘Probably the richest man in Manchester’, Buckley’s largesse ensured his popularity in the venal borough of Newcastle-under-Lyme, which he represented as a Conservative in one parliament. Buckley admitted before his election that he had hardly ‘spoken twenty words in public life’ and did not speak in the House.
