It seems likely that Thomas was a younger brother, or possibly even a son by an early, undocumented marriage of William Neel*, the vintner of Chichester and London, but nothing is recorded of him apart from his two returns to Parliament and his single election as mayor of the Staple at Chichester. He died during his term of office, shortly before 20 May 1410, when Geoffrey Hebbe* was chosen in his place.2
